Below  is the letter sent and  some of the people/conversations concerning "CAR"=which was planned as part of attack from city of Winston-Salem, NC:

This is a declaration to acknowledge that[appx.7/15/15] Lisa Means/WS pol. dept. did inform of request of the city of Winston-Salem, NC to put tarpe [sp] over car, raise the tires;based on Aesthetic/notice of removal and towing/6/17/15] and to cut the grass[which was the first time heard anything about a grass issue];[systematic procedure,techniques];

Where did see two people on 7/17/15[white older female/hispanic male] at back of house taking picture who had taken security off and came through fence-who left no notification of ever having been on the property; if had not looked out the side window at the time; they would have been gone and I never would have known they were on property;[which complaint was put in concerning another agency that came on property and left no notice];

Spoofing is “when another person calls someone elses phone and pretends to be them”[nyasknypl][6/6/14;[issue in files: threat of confinement if honest “money” earned from honest work by those authorized]which is “to “spoof” my life-so someone else can “pretend”/steal what belongs to me];

Declared-2. To state one’s intent to suppress or eradicate[The American heritage Dictionary;4^th ed.; Houghton Mifflin Co., Boston, 2000];[for the purpose of suppressing or eradicating financial benefits based on DOJ report: people targeted to make money off of];

Based on “ad” of the WSTA city bus/appt.time-[7/15/15] “count the “cost”: am requesting that non of family members/friends, acquaintances be harmed;

1. BILLy PLUCK is postman made complaints concerning not getting mail-am requesting that all MONEY PLUCKED through Billy Pluck blocking mail be restored can take care property properly [also requesting that family member intimidated out of the city of Winston-salem is allowed to come home and earn money and have a life inside the city of Winston-Salem,NC];
2. Mail sent in murdered brothers name-usually sent as threat/intimidation;
3. In Black Law’s Dictionary there is no definition for the term, “junk”;
4. Mr. Jones who owned a gas/store murdered at corner of 311 and Carver Road;
5. Mr. Harvey who owns community grocery store force to close at corner of Airport and Carver Road;
6. Dollar General was opened on corner of 311 and Carver Road; WAYmon put in church, Rev. Leak forced into retirement;
7. Car repair business opened beside the street from WAYmon at the church;
8. Car repair business opened across the street from WAYmon at the church;
9. Hayes on Carver Road 3700 block-restore cars;
10. Hayes on Prospect Drive 3700 block washed cars;
11. The person who broke 3 windows out of residence and front screen door of residence lived with Hayes who washed cars where people who got their cars washed yelled, cursed, tried to intimidate to not come out of house;

The  car is not worthless, meaningless or of no use; it is evidence of the destruction and vandalism of property  of property done by one of those who live at Hayes house[where cars washed] which is usually done to someone who is being stalked; did filed a complaint with the city of Winston-Salem, NC where a hispanic investigated and found nothing, so took pictures and documented myself]  

Ms. Sandra Darnell said that they[city of Winston-Salem are not going anywhere] and that Al Andrews purpose is to help me; which confirms and verify’s system[s] designed to make difficult the progress and to hinder by creating stress that causes harmful interference with a male by the name of “ANDREWS” who is suppose to be in my life; but like Joe Smith[relative] who was going to help me with car; but because of sudden negative situation attentions were redirected;

Since Ms. Darnell is not going anywhere, it would be greatly appreciated if help can be given concerning the issues of those authorized in uniform[like in Fergurson, Mo.] who communicated the threats of confinement for earning honest “MONEY” from honest work, and if Ms. Darnell could help to stop the economic/social “rape”, which President Obama said it is wrong;

Which would include the threats from hispanics at 3120 Airport rad; 3725 Carver Road, 4010 Carver Road [who just got TWO dogs]; 4101 Carver Roadh who have tried to intimidate fe from wlaking tolocal library,[which is an extension of the first experience and complaint filed with EEOC concerning harassments from hispanics at place of employemnt

The issiue is ACCESS to HONEST MONEY earned from HONEST work vs. system designed to force a person into illegal actitivity;

Letter/dated Sept.10,2014 to social agency requesting them to be an Advocate with statement “Please re-consider being my advocate to avoid the fate of Michael Brown in Fergurson, Mo.”

If the city does tow car, it is because of system that blocks out the right to earn honest money from honest work and as a result forces illegal situations of earning income which would be considered a conspirac6y, which violates the United States Constitutional codes/laws;

Do not have the “MONEY” to get a license plate; am in the process of asking  people if they can help me to get a tarpe[sp] and raise tires on car; the person who cuts the grass does so a an every two weeks basis; the grass grow speedily compared to the grass at the other houses;  the grass at each house can be cut at the same time and within a couple of days the grass at current residence will grow so fast that it looks like it is time to cut the grass again;

Concerning cutting the grass; Shirley [next door] after grass at residence had been cut, stated, “She[referring to me] don’t tell me what to do! I don’t care who she is, she is not my mama-and she is “dead” anyway as she was looking towards my open window; grass cutting is a “code” to people that live around me[apprx. 7:30pm/7-6-15]

Am sending pictures of two people inside gate at car-did not open gate for them;

What is interesting is that there is no picture or email address for "Shawn Helm" or "Sandra Darnell" both of who claim to be employees of the code enforcement division for the city of Winston-Salem, NC;

The African American female prostitute working for white male[s] in secret that told me not to come back to the Mazzie Woodruff Forsyth Tech building is:
