After speaking to person in another city who contacted Davis in Winston-Salem about the warning ticket for the royal blue bin; R. B. called and stated to person in another city that a council member started a clean up campagne during that time; but when R. B. sent email they did not put in the email that a council member had started the cleanup campagne in the area; thus R. b. sent the following email=

However RB did NOT answer the question of why the warning ticket was given specifically on 5/8/14;
Did communicate with person in another city that the cleanup campagne was probably designed by the local council person in this area for the specific purpose of giving me a warning ticket for having the royal blue bin out on the street to block cars who go to their buddies house next door;
The most important statement in the email is what I have been saying for almost two decades now, which is why I do not go and put in applications for work or try to have any type of life and the United States Supreme Court needs to address the issue of authority abusing citizens; and would be the slogan at the bottom of RB's email:

And that is conformation and verification of all the blogs since 2005; that the people who work for the city of Winston-Salem work as ONE and anybody who is not working for the city of Winston-Salem[gov] is considered to be an outsider; someone to be attacked; and as the slogan says=they[the people who work for the city of WS gov.[Gwyns son] and thier family members[Gwyndolyn Gwyn and her son that pulled a weapon on me] are committed to Excellence=code-if one does not stop and block you on one level; then the next one will]
Which leaves the ordinary citizen with no place to go because the people who are suppose to protect and serve the citizens work as ONE team; leaving regular folk/citizens out of the range of protection based upon the United States Constitution] [just like the jews were unprotected when hitler was attacking them, even though he was suppose to be protecting them];

The question, why was a ticket given on 5/8/14 after the royal blue bin had been sitting on the street for two or more years[from the first issuance date of the royal blue bin]?;
The City of Winston-Salem has for several years used a curbside collection process to collect residential garbage, recycling and yard waste. All three programs call for residents to be issued a 96 gallon cart with the expectation they will place the cart at the curb no earlier than 5:00 P.M. on the day before the resident's normally scheduled collection day, but no later than 6:00 A.M. on the normal day of collection. All carts should be removed from the curb by 8:00 A.M. the day after collection unless collected on a Friday. Carts from Friday's collection must be removed by 8:00 A.M. Monday, unless the schedule is changed. Exceptions will be made in accordance with schedule changes due to emergencies or holidays.
If the blue recycling cart you were issued from the City has been at the curb in front of your house for two or more years then we regret the oversight of not catching the violation of the ordinance before May 8, 2014. Also, it is important to note, The street Winston-Salem
