Regenerative institute takes lead in $75 million Defense Department project

Taking regenerative medicine from the laboratory to the bedside of a wounded soldier seems to be a goal that will take years, if not decades, to accomplish.
But as Wake Forest Institute of Regenerative Medicine takes the helm on phase two of a $75 million initiative with the U.S. Defense Department, life-changing surgery and therapy is already at hand.
Regenerative therapies use the body’s natural healing powers to restore or replace damaged tissue and organs. The focus remains on the use of regenerative treatment for lost limbs or severe burns, the signature injuries of the wars in Iraq and Afghanistan.
The institute, part of Wake Forest Baptist Medical Center, was put in charge of a consortium of more than 30 research institutions in September. Local research began in earnest in January on 14 direct projects, half of which are new directives from the Armed Forces Institute of Regenerative Medicine (AFIRM).
Maj. Gen. Joseph Caravalho Jr., commanding general of the U.S. Army Medical Research and Material Command, praised the first phase as being “incredibly successful for patients who need this technology the most.” He was the guest speaker for the local institute’s formal launch Tuesday of its $20 million piece of the contract.
“More than 180 patients have received treatments with AFIRM funded technologies,” Caravalho said.
Caravalho cited the story of an Army sergeant who became a quad amputee as the result of wounds suffered during battle in Afghanistan. Because the soldier underwent successful bilateral arm transplantation in 2012 – the first of its kind – Caravalho said he can manage his lower extremity prosthetics and is even able to drive.
“This is a great, great success story, just one of many with AFIRM I,” Caravalho said. “The science of regenerative medicine is one of the ways we fulfill our promise to service members who put themselves in harm’s way, that we will work our hardest and do our very best to take care of them.”
Caravalho said he expects to begin seeing results from the second phase in 2016, and clinical trials and clinical care based on the research within the five-year period.
Dr. Anthony Atala, director of the Wake Forest Institute, said the new funding will “help current research mature and reach the clinical trial stages in humans, as well as keep feeding the research pipeline.”
The second phase will focus on five regenerative areas: restoring function to severely traumatized arms and legs; head, neck, face, jaws and the hard and soft tissues of the mouth, jaw and face; skin for burn injuries; tissue transplantation for the face and hands; and lower-torso reconstruction.
“The challenge with getting to the clinical trial stage is that it takes greater funding demands that what these contracts are designed to provide,” Atala said.
Atala said seven of the projects have commenced, with the other seven getting under way within months.
Atala said he expects to conduct some incremental hiring over the course of AFIRM II. The institute has about 300 employees.
Caravalho gave the Wake Forest institute researchers a charge to “bear the heavy burden” of enhanced regenerative medicine “because the whole nation depends on you since the armed forces belong to everyone.”
“Wake Forest scored the highest on the requirements we need to take this second phase forward,” Caravalho said. “Dr. Atala has done great work in this field.
“I am confident that Wake Forest has broad-enough shoulders to carry the burden we have cast upon it.”
The commencing of the second AFIRM phase is just one of two major initiatives under way locally.
On Sept. 10, the institute said it is participating in research helping to develop countermeasures to chemical and biological attacks or deadly viruses.
The institute is one of six groups participating in a $24 million, five-year grant from the Space and Naval Warfare Systems Center, Pacific division, on behalf of the Defense Threat Reduction Agency. The institute gets 40 percent of the funding, or about $9.6 million, officials said.
The goal is to develop a “body on a chip” that will be used to develop countermeasures for sarin, ricin and viruses such as Ebola.

 We are excited about the opportunity to officially be introduced as the pastor to the larger congregation and excited about what God is going to do here at Goler. We’re excited about the opportunity to do our part to help make Winston-Salem be the best city in America, if not the world,” declared  Banks, who relocated  here from Knoxville, Tenn. with his wife Keisha and their three “rambunctious” boys last week.
Banks’ arrival comes several months after Goler’s longtime pastor, Dr. Seth Lartey, left the church to serve as bishop of the AME Zion Church’s Western West Africa Episcopal District.
Goler is the sixth congregation that Banks, a native of Ladysmith, Va., has led since answering the call to ministry in 1998.
“I did not think that I would returning to Winston-Salem, but God does work in wonderful and mysterious ways,” commented the 39 year-old. “We’re excited to have the baton passed to us and carry on the work of the Lord as God has so deemed it for this place.”
Banks spent 12 years   working as an educator before becoming a full-time pastor. At Wake, he played on the school’s football team under Coach Jim Caldwell.
“I sensed the call to some extent when I was a senior at Wake Forest,” revealed Banks, who was awarded his doctorate from Hood Theological Seminary in Dayton, Ohio in June. “I’m back, 21 years later, to where God brought me in 1991.”
Banks, a member of Omega Psi Phi Fraternity, Inc. and his wife, an alumna of Winston-Salem State University, still have ties to the local community from their college days. Rev. Banks, a former secretary of the Western North Carolina Conference of the AME Zion Church, to which Goler belongs, is already acquainted with his predecessor as well as some of Goler’s congregants.
“I’m very familiar with some of the members and look forward to meeting all of them and  soldiering together as we do God’s work,” he remarked. “…I’ve known Dr. Lartey and have long admired him and, as a matter-of-fact, have called on him over the years to help me out, especially as a younger pastor coming up.”
Goler has made a name for itself over the years as a driver of economic empowerment. Through its Community Development Corporation, it has transformed the historic Goler/Depot area by erecting a number of modern housing complexes and, most recently, the Goler Family Enrichment Center. Banks talks of “continuing to build on the legacy that’s been left here by Bishop Lartey,” including keeping Goler a church that is God-centered and ministers to the whole person and  continuing in the vein of economic empowerment.
Though his unique gifts and talents will undoubtedly influence Goler’s services and work in the community, Banks says not much will change about the church under his leadership.
“I don’t think you change vision when you change pastors if the vision is God-given, and I do believe in my heart and soul that this is God’s vision for his kingdom,” he concluded. “Prayerfully, we will do our part and help God’s people carry out God’s vision for the kingdom as it has been assigned to Goler Memorial Church.”
Longtime Goler member James Hunder said he is pleased that the AME Zion Church has appointed someone who he believes is the right man for the job.
“We are thankful to God for answering our prayers and bringing us someone that will be able to lead us,” said Hunder, the founder of the Liberian Organization of the Piedmont. “Here we have this young man that is going to allow God to use him to take us to another level, and that is what we’ve been praying for, to keep the church united.”

Property That Historically Has Been Open to the Public
Your right to access public property is strongest when the area you wish to access has historically been open to the public for the exercise of speech, public debate, and assembly. These areas are known as public forums and include spaces such as sidewalks, parks, and town squares. You may freely enter and gather information while in these public spaces, but you should do so without disturbing the peace or interfering with those around you. Your right of access does not confer immunity from all liability if your conduct is disruptive or harassing.
Property That Is Open to the Public for a Limited Purpose
Your right to access government-owned property that is only partially open to the public is a bit more limited. If the general public is permitted to access only certain areas or for certain limited purposes, you right to access the property for newsgathering purposes is similarly limited. For example, some parts of a courthouse are open to the general public, but portions of the courtrooms themselves are accessible only by the parties in the litigation and judges' chambers are completely off limits to the public.
However, some public property, even though it is open only for limited purposes, can take on the attributes of a public forum discussed above. A classic example of this type of property is public schools and universities. Although public school and university buildings are not wholly open to the public, some parts of a campus may be considered a public forum. If a school's large open quad is accessed from public sidewalks and streets and freely used by the general public with no apparent objection from the school administration, then the quad may be considered "dedicated" to public use, and therefore more like the traditional public forums of the public park and sidewalk. Additionally, if the school opens certain of its rooms for non-school meetings that are open to the public, those rooms, during those times, will be treated as public forums.
Remember that because public schools are not entirely public forums, school administrators often have the discretion to restrict the entry of outsiders, particularly while the school is in session. Check in with the school administration before entering school grounds or you may be liable for trespass. Additionally, some states laws prohibit people from loitering within a certain distance while school is in session. These "school loitering laws" are mainly aimed at keeping sexual predators and drug dealers away from schoolchildren, but be aware that their language may be broad enough to cover lawful or innocent activity as well.
Property That Is Not Open To the Public
You cannot access or gather information on government-owned property that is not open to the general public. This type of property is known as a nonpublic forum in which the government can charge you with trespass if you enter without authorization. The following are examples of nonpublic forums:

• An airport terminal is a nonpublic forum. See International Society for Krishna Consciousness v. Lee, 505 U.S. 672 (1992). The Supreme Court has noted that airports are "among those publicly owned facilities that could be closed to all except those who have legitimate business there." United States v. Grace, 461 U.S. 171, 178 (1983).

• Government-owned civic centers, stadiums, or theaters used for private commercial purposes are not public forums. When the government leases a convention center, the private lessee may legally exclude individuals who want to report on newsworthy events. The event coordinators may even grant exclusive media coverage rights to a particular media outlet and deny access to others who want to cover the event (or at least deny them access in their capacities as journalists).

UPDATE: Fuel tanker successfully moved after accident on Reynolda Road Journal Staff Report Winston-Salem Journal

A fuel tanker jackknifed in a parking lot near the corner of Reynolda Road and Fairlawn Drive about 2 p.m. Thursday, forcing Winston-Salem police to close several roads and evacuate some business.
No one was injured, though a small amount of fuel leaked from the tanker.
The tanker from the Reliable Tank Line LLC of Winston-Salem was carrying gasoline and jackknifed near the side parking lot of the Quaker State Qwik Lube, said Battalion Chief Jeff Henley of the Winston-Salem Fire Department.
The driver was trying to turn the tanker around when it jackknifed, Henley said.
There was no danger of an explosion, but authorities blocked off roads and evacuated some businesses in the Reynolda Manor Shopping Center.
Wooden braces were placed under the tires to stabilize the truck, along with a large strap attached to a tow truck.
Firefighters and a hazardous-materials team cleaned up the spill, Henley said.
Crews removed the gasoline from the damaged tanker and loaded it on another tanker, Henley said.
Officers closed southbound Reynolda Road from Fairlawn Drive to Woods Road, and Fairlawn Drive from Silas Creek Parkway to Reynolda Road, including Oakland Drive. Police asked motorists to avoid the area.
The damaged tanker was towed from area, and police reopened the roads about 6 p.m.
Brendan Hooks, a customer at a nearby gas station, said he witnessed the wreck.
The driver tried to make a U-turn in the parking lot, and “he then figured out he couldn’t make the turn,” Hooks said.
“This is such a dangerous situation,” he said. “It’s a gasoline truck.”

A Northern California convenience store that sold the sole winning ticket to the $425 million Powerball jackpot received a $1 million check on Thursday, as state lottery officials waited for the winner of the one of the largest jackpots in U.S. history to come forward.
The California Lottery presented the check to Parmeet Singh, whose family owns Dixon Landing Chevron in Milpitas, a city about 10 miles north of San Jose that bills itself as The Gateway to The Silicon Valley. In California, retailers who sell winning jackpot tickets receive a share of the prize money up to $1 million, according to lottery officials.
The family-run gas station is just off Highway 880, with an attached carwash and Subway sandwich shop. The parking lot was crowded Thursday morning with television news vans while inside the store, dozens of reporters and photographers crowded the aisles of snack foods as Singh talked about his surprise at hearing the news. The store's regular customers bantered about the prospect that one of them could have been the winner.
"I didn't believe it," Singh said. "I ran outside and yelled, 'Oh, my God!'"
Singh said his father, Kulwinder Singh, owns the store but was en route to India and wasn't expected to hear about the $1 million prize until after he landed in New Delhi around 11 a.m. PST Thursday and called the family. He had given his son his cellphone before leaving to avoid any business headaches that might come up during his absence, Singh said.
He planned to tease his dad before breaking the news.
"'Hey dad, what would you do if you had $1 million?'" he said he would ask him.
His parents are humble people, he said, so he didn't expect them to splurge on anything. The family would likely reinvest the money in their chain of eight gas stations, he said.
Singh and employees at the store did not know who the winner could be, though he hoped it was one of the store's regular customers.
The winner has up to a year to come forward and claim the prize and could opt for a lump sum payment of $242.2 million, according to state lottery officials. They advised the person with the winning ticket to immediately sign it and consult an attorney, accountant or financial planner.
The winning numbers — 1, 17, 35, 49, 54 and a Powerball of 34 — were drawn on Wednesday. Only one ticket matched all the winning numbers, Powerball officials said.
The $425 million jackpot was the sixth largest jackpot in U.S. history and the fourth largest Powerball jackpot, state lottery officials said.
A ticket for the nation's second-largest lottery prize was also purchased in the San Francisco Bay Area. In December, two winning tickets were purchased in San Jose, Calif., and Atlanta, for a $636 million Mega Millions prize.
Mona Sanders, a California Lottery official who came to the Singh's gas station, said she was very excited to have two major winners in her district in slightly more than two months.
"I was like, 'What? Again? Not me,'" Sanders said. "When I found out the winner was again in my district, I was so surprised."
The nation's biggest lottery prize was a $656 million dollar Mega Millions jackpot in 2012. The biggest Powerball jackpot was a $590.5 million last May.
Wednesday's drawing also saw 17 tickets match enough numbers to win $1 million, and one ticket won a $2 million prize, according to a statement from Rose J. Hudson, chair of the Powerball Game Group and president of the Louisiana Lottery.

An Oculus cocktail table, made by metal-furniture manufacturer Charleston Forge of Boone, is featured prominently on the set where NBC personalities, such as Bob Costas and Matt Lauer, have interviewed athletes at the games in Sochi, Russia.
Art Barber, co-owner and president of Charleston Forge, said he was unaware the cocktail table had been chosen as a display item by the network until he saw an interview segment during the early days of the Olympics.
“I jumped up from the sofa, grabbed my iPad and started taking pictures of the TV screen,” Barber said.
The company said the table features a 34-inch inset round glass top supported by a matching circular open base. It sells for $1,000 at retail.
Barber said he was able to track the sale of the table to a New York firm that does sets for TV networks.
Barber said the table has been used primarily when there are three or more announcers on stage.
“Small company in North Carolina mountains lands American-made table in the Olympics,” Barber said. “It just goes to show the huge amount of support there is out there for American-made products.”
Philip Holman, marketing director the company, said the global exposure for the company has been “very positive.”
“We sent an eBlast to 1,200 dealer accounts around the country last week, and have been posting about it frequently on our Facebook page,” Holman said. “We have seen an increase of more than 600 likes on our Facebook page since Thursday,” representing about a 50 percent increase in likes on the page.”
Charleston Forge is no stranger to having its customized furniture displayed in prominent locations. Other sites include Augusta National Golf Club, site of The Masters in Augusta, Ga., Hilton Hotels & Resorts and Marriott International Inc.’s headquarters in Maryland.
A hands-on approach is a symbol of pride and a means of survival at Charleston Forge, which has a workforce of 25 production and 15 office employees.
The company was founded in 1984 by Art and Susan Barber. They remain co-owners, along with partner Rick Grant, who serves as company president.
Its products include dining and occasional tables, barstools, benches and chairs, baker’s racks, kitchen storage, beds and mirrors.
Remaining a domestic manufacturer in a sea of furniture imports has not been without challenges for Charleston Forge.
In 2004, the company had as many as 200 employees in 2004 and two additional operations in Sparta.
It eliminated 35 jobs in 2005. It closed the Sparta facilities in March 2008, eliminating 53 jobs.

President Obama is planning to unveil a new initiative with specific targets: African-American and Hispanic men who have disproportionate rates of unemployment.
Under the "My Brother's Keeper" program, foundations, businesses and community groups would develop plans to help men of color at particularly vulnerable times of their lives, administration officials said.
In previewing the initiative during last month's State of the Union Address, Obama said, "I'm reaching out to some of America's leading foundations and corporations on a new initiative to help more young men of color facing tough odds stay on track and reach their full potential."
Obama had planned to hold a White House event Thursday to officially unveil the new project, but it has been postponed because of bad weather.
Among the challenges faced by the "My Brother's Keeper" program: The jobless rate for black men older than 20 in January was 12%, compared with 6.6% for the nation as a whole.
For Hispanic men over the age of 20, the jobless rate last month was 8.2%.
For younger African Americans and Hispanics, unemployment rates are even higher.
One model for the new effort is a mentoring program in Chicago called "Becoming A Man," which encourages young men to develop education and job-training goals.
In a meeting with Obama a year ago, members of the BAM program talked about the problems with gangs, drugs, gun violence and substandard schools in their neighborhoods, and how so many young people are at risk for lives of crime, poverty or early death.
Speaking after that meeting, the nation's first African-American president — who grew up with an absent father — said he told the group, "I had issues, too, when I was their age. I just had an environment that was a little more forgiving."
Just as individuals have to change their approach and behavior, Obama said, "that's what it takes for communities to change. That's what it takes for countries to change. It's not easy."
Young men in the BAM program are expected to attend the White House ceremony whenever it is re-scheduled.
Two Obama administration officials discussed the "My Brother's Keeper" program on condition of anonymity so as not to pre-empt Obama's announcement.
As part of the new effort, businesses and foundations would seek to develop strategies designed to help young men at critical and vulnerable parts of their lives. Goals range from helping boys get to school on time to avoiding problems with the criminal justice system.
Ideas include promoting literacy, early childhood education and healthy lifestyles, as well as disrupting what one official called "the school-to-prison pipeline."
"My Brother's Keeper" also involves a review of existing federal programs designed to address the challenges facing young men, discarding those that don't work and improving those that do — "all within existing federal resources," one official said.
Officials said program leaders will also reach out to Republican elected officials, faith leaders and corporate leaders.
One official said the goal of "My Brother's Keeper" is "to make sure that every young man of color who is willing to work hard and lift himself up has an opportunity to get ahead and reach his full potential."
